shull Posted September 9, 2017 Author Report Share Posted September 9, 2017 Date: 8th September 2017 NEWS RELEASE NATIONAL FANS ORGANISATION BACKS SPFL CALLS FOR A REVIEW OF HISTORICAL GOVERNANCE ISSUES • SCOTTISH FOOTBALL SUPPORTERS ASSOCIATION CALLS FOR REVIEW OF SCOTTISH FOOTBALL GOVERNANCE 8th September 2017: Scotland’s largest, independent football supporters’ organisation, The Scottish Football Supporters Association (SFSA), has backed the call from the Scottish Professional Football League (SPFL) for a review into Scottish football governance. Last month the Scottish Football Supporters Association (SFSA) conducted the first independent evaluation of Scottish football governance receiving 16324 responses. Academic researchers based in Germany with experience in undertaking similar research projects are currently evaluating the responses. The SFSA launched this activity to assess, for the first time, the performance of the game’s governing bodies in Scotland. The research will become an annual benchmarking and reporting exercise looking at all aspects of the game. The first report will be made available in mid October. In the meantime the recent press statements by the SPFL and the SFA have highlighted the need for radical reform of our game where both organisations, which are run by clubs, cannot agree on the need for independent review of historical governance issues. The SFSA believes that it is essential to move forward to a position where transparency and good governance standards are met. To do this it is essential to have proper evaluation and scrutiny of the administration of our game to learn from the mistakes that have been made in the past. Simon Barrow, Chairman of the SFSA said: “The Scottish game has had a governing body for 144 years and in that time its performance has never been publically evaluated. Unlike most industries there is no watchdog, no independent evaluation or review of performance on how the game is run. There are many issues within the game that fans have real concerns about but as it stands the governance rules within the game mean that no-one outside knows if a good job is being done by the SFA and the SPFL or not. “We believe it is unhelpful for the SFA to try to avoid such scrutiny at this time. We also believe that this highlights the weaknesses in the Board Structures at Hampden Park that need addressed in the future. To decline an invitation made by SPFL clubs appears tantamount to a dereliction of duty. We also find the statement you issued is close to insulting. It could be argued that “raking over the coals” is fully justified in the circumstances. Indeed, this is an issue that has not been put to rest for any one of the six years in question and still burns brightly. Turning a blind eye to injustice damages ‘the image of the game in Scotland’ further than any enquiry ever could. We cannot contest that ‘it will be impossible to satisfy every supporter, every club official and every member club’. In the work we do it is ever-apparent that you cannot even satisfy every Aberdeen supporter! However, our engagement with supporters and supporters groups affiliated to Aberdeen and other clubs would suggest that the vast majority would welcome an inquiry and expect the SFA to be part of it. It is more beneficial to act on the behalf of the majority rather than drop the case altogether. Indeed, we polled our members (of which we have over 2,000) to find that over two-thirds want an inquiry. In addition, 44% of respondents would contribute financially to fund an independent review. As it is the majority view our members and the Aberdeen support, we have long taken the position that merit of the Rangers team’s success be thoroughly challenged and it is why we send this email to you. We argue that your flagrant disregard for justice, as sought by the majority of Aberdeen supporters and those elsewhere in Scottish football, represents a complete lack of the integrity you defend at the tail of your statement and we invite you to reconsider your position on the matter.” We await a response. Sunday, 10 September 2017 Scottish Football's Shame Taking a break from blogging specifically about Hibs, I wanted to put out my thoughts on the decision by the SFA to refuse to participate in an independent enquiry at the request of the SPFL, into the handling of the Rangers affair. I have held the view for a long time that Rangers' behaviour was outright cheating. They deliberately and systematically concealed information (the infamous EBT side letters) from the governing bodies and HMRC. This was not an accidental piece of administrative carelessness, it was deliberate, institutional deception. Rangers have been proven to have misled the authorities by claiming a known tax debt was in dispute (it wasn't) in order to gain a licence to play, and it's clear that the registration of players in the EBT years was not complete - the requirement was to declare all payment terms. Rangers, by concealing the side letters, did not comply with that requirement. As time has passed, more and more evidence of nefariousness at Ibrox has emerged. Rangers were not simply chancing their arm during this time, they were blatantly flying in the face of the rules as they stood at that time. There are, in my view, justifiable calls for title stripping. However, stepping back from what could be perceived to be a blood-lust driven call for revenge, the refusal to investigate what actually happened is a massive slap in the face to every single supporter of Scottish football that ploughed their hard-earned cash into watching a competition that was fundamentally skewed in one side's favour through rule-breaking. It has not been a level playing field at the best of times for every team outside of the Old Firm. Their financial dominance has meant that every side for the last twenty-thirty years has simply had to hope that they could be the 'best of the rest' as some barometer of success. That the massive financial advantage wasn't enough for Rangers will give you an indication of why Scottish football fans are so irate at the decision not to open an enquiry into what happened. The assumption, rightly or wrongly, is that there are people in the corridors of power in the SFA who have blood on their hands. If they have nothing to hide, why not open the doors to an independent enquiry? If anything, you'd expect the SFA to welcome the opportunity to show the world that "Hey, we got shafted as much as you guys - how were we to know?". Instead, we have officials who are happy to plug their fingers in their ears, shut their eyes, and hope that it all blows over. It leaves a monumentally bitter taste in the mouth and drains any confidence that lessons have been learned and that there will never be a repeat of the incident. It is to the great detriment of Scottish football that an enquiry has been denied. I hope that there is enough will and resource to force the issue, otherwise it will forever be a black mark on the beautiful game in this country.
