So probabaly a school or hospital but might also be a church/hall. looks late 1800's I'd guess the wee Art Nouvou Church in Seedhill. They're not ventilation shafts - they actually house a bell. edit - beggin your pardon Insaintee - you were correct, they are indeed vent stacks - the bell is housed in a separate stack.
