Forgot about the new rules last night when waiting to cross the road in Dundee.  A car stopped halfway round the corner and we thought ‘wtf are they waiting for?’ then we remembered and had to acknowledge them abiding by the new laws.

Next up, bikests, this seems a crazy rule and will, if it hasn't already, cause problems.

The ambiguous "on quieter roads and slow moving traffic" change is only going to result in friction. 

Motorists and cyclists have become embroiled in a war of words over new changes to the Highway Code.

The updated guidance advises cyclists to ride in the centre of lanes on quieter roads, in slow-moving traffic, and when approaching junctions to make themselves as visible as possible.

The main thing to consider is that the Highway Code isn't law, it's the Road Traffic Act that is. The Highway Code is just guidance.
Many of the rules in the Highway Code are legal requirements, and if you disobey these rules you are committing a criminal offence. You may be fined, given penalty points on your licence or be disqualified from driving. In the most serious cases you may be sent to prison. Such rules are identified by the use of the words ‘MUST/MUST NOT’.

Although failure to comply with the other rules of the Code will not, in itself, cause a person to be prosecuted, The Highway Code may be used in evidence in any court proceedings under the Traffic Acts to establish liability. This includes rules which use advisory wording such as ‘should/should not’ or ‘do/do not’.

Exactly, it isn't law. You can't get charged under the Highway Code, you get charged under the RTA. It may include some points of law, but that doesn't make it law.
