Puzzling Both devices need to be on and your phone probably may also need an access code to get it to want to connect to another device, if you've kept your phones manual it'll probably be a sticker attached to the manual. EL NOMBRE
How do I turn it on on my computer? Go into control panel, printers and other hardware...see if there is a bluetooth device pre-installed in your PC.If you don't see a selection for bluetooth, you'll need to install the software. If you buy a dongle as suggested it will almost certainly come with the appropriate software on CD.
