Yes. All who want one will probably get a ticket but, due to the excessive allocation allowance, it is less likely non ST holders will get a great view. And I do believe there are a lot of sh!t viewing seats at Hampden. Most of the best seats are already taken by the 5,000+ already gone.

It's only fair ST holders get first choice.
20 each does seem quite a lot but it's, as has been stated, to give ST holders and supporters busses a chance to sit together.
I happen to think the time given to the first selection group is excessive.
There's no need to panic, there's next to no chance any St Mirren supporters who want to attend won't get a ticket.
