My brother is in the States and his wife is a Federal law enforcement officer and it seems the behaviour of ICE is much worse generally than is being reported. As someone in the US said "can someone just turn us off and switch us back on again to see if that solves the problem"

Their agents hawk them round looking for the best deal, probably for themselves.  That's why so many deals are done at the last minute.
