On the surface, yip, I'm sure there's a trickle of money for smaller nations but the disproportionate amount of money being made in the USA, the fairly obvious bribery involved when he awarded the world cup to Qatar and not to mention his cringe relationship with Trump there's a growing noise that he, and his cohorts, are as corrupt as the predecessors. 

Someone's had a nice little earner. Apparently he had "Russian communist literature" at his home - Nigel Farage will be accepting donations.
