There's an element of truth in this but not many clubs in our budget range will be able to purchase enough quality to fill half a team who are out injured. 

The problem with recruitment was the money spent on players who weren't of the quality required to step in when we were hit by a wave of injuries.  Once several first-picks were ruled out there really was no-one to rely on from the benches.  That's a problem that was years in the making.
