  4. Exactly, it isn't law. You can't get charged under the Highway Code, you get charged under the RTA. It may include some points of law, but that doesn't make it law.
  5. The main thing to consider is that the Highway Code isn't law, it's the Road Traffic Act that is. The Highway Code is just guidance.

Absolutely ANY second hand information that you receive (especially info that backs up the source's agenda) should be taken with a pinch of salt until it is corroborated by unbiased sources (or, better still, sources with an opposing agenda). Also, what has a person's demeanour have to do with their ability?
