I think Gogic saw the hand come out and just asserted himself.  No real impediment on the defender or anyone else there.

What the defender was doing was a bit strange. Either he had his arm by his side and Gogic pulled him towards him. Now, why would Gogic want to do that? Or the defender had his arm outstretched. The only reason I could see for him to want to do that would be to grab Gogic's jersey or to impede him is some way.
