I have noticed some days this in operation outwith both rush hours. 

It startit after 9 this morning.

They have totally changed the layout of the road so  that there are 2 lanes running into Town and 1 lane towards G/hill.

The traffic is flowing freely.:D 

Saw that yesterday but lane are narrower than normal so drivers need to be extra careful.

I bet you'll still get fannies who will turn onto Abercorn St from Weir St, bomb down the right lane onto Niddry St and then try to barge their way in to the left to go up Renfrew Road.

Traffic heading up towards the College was fine at 8:45 this morning.
Most still avoiding it?
It takes longer to get out of Paisley than it does to drive up m8 to city centre during rush hour. Still quicker using St. Mirren brae instead of ring road round Mill st.

Indeed, currently scheduled to begin again in "summer 2019". A bit more definite than the Dalry bypass, signs say completion by "Winter 2019", that could be as early as January or as late as December...
